As a parent, how would you feel in this situation?

You send your teen-son to buy something for you but he lost the money before he reached the shop. How should i behave? I feel like crying as if he did it on purpose. But he obviously didn't...Or he did?

I would feel I learned a lesson that my child isn't responsible enough to carry money and can't be relied upon to do such tasks. The child would suffer consequences of this realization too just as he/she would if I thought they were lying and misused my trust.

Was he on the way to the pickaxe shop? He was probably embarrassed that you didn't give him enough money to buy a nice new pickaxe for the salt mines. All his fellow miners have fancy mithril pickaxes and you in your frugal ways only gave him enough money to purchase a lowly iron pickaxe. Feel shame!!!

Make him earn it back and repay you.

If he is old enough to walk to the store by himself, he is old enough to not "lose" the money. Take away all the electronic games, his phone, and the use of the car. YOU control all the resources, and you will be surprised at how fast he "finds" the money he supposedly lost. And if you can't control him and don't have his father to rely upon for help, go sign him up for a Big Brother. But don't forget, you control all the resources, so take control.
