Trying to do this by formula would be very confusing, and isn't necessary. Circular arrangements are similar to permutations, but rotations aren't counted as different arrangements.
So just note that there are only two fundamentally different arrangements:
the same letters are together as in
AABB or ABBA or BBAA = 1st arrangement.
or
the letters alternate, as in
ABAB OR BABA = 2nd arrangement
