very time my coworker uses paper plates on breaktime that is given to us by the company, he uses a quarter of the stack of plates. sometimes even for just a single sandwich.

he also uses more napkins than necessary also.

Tell who?  Unless your job is being the breakroom monitor of paper product usage, it isn't any of your business.  If you find this wasteful, talk to the person face-to-face.  "Hey, John, do you think you could leave a few plates for the rest of us?"
