How to superimpose one image over another?

Specifically, I have a picture of someone look out of a window and a new image I wish them to be looking at through the window. I want to put this new image into the window panes so it looks like this person is seeing that instead of what s actually there.

Free software preferred but will consider others. Thanks

    Photoshop would easily do the process for you although it's not the cheapest thing around unless you're a student. You might have a look at The Gimp as it's a Photoshop clone that's free but still takes a while to get to understand like Photoshop does.
