Transfer for better opportunities. Prevented by cost of tuition or not good enough grades

Students transfer for any reason they want, and there is nothing to prevent it.

There are numerous reasons people transfer. Some of the reasons that prevent people from transferring are they do not have enough credit hours to transfer, or there is no reciprocity agreement between the colleges, or no credit hours will transfer because there are no similar courses offered.
Sometimes there are medical reasons fo transferring, or there is a family member has a medical problem that they want to be close enough to help care for that person.

They transfer for a number of reasons: They want to be closer to home; they want to be closer to (or at school with) their boyfriend/girlfriend; they change majors and the school they are attending doesn't offer the major they want; they want to attend a more prestigious school; they want to attend an easier school; they aren't happy with the social life at their current school; they haven't made any close friends at the current school; they want to go to school with their high school friends; they want or need to attend a cheaper school; and probably other reasons as well. There is nothing to stop them from transferring to another school if they are unhappy. It happens ALL the time.
