Is it hard for Japanese people to adjust to living in Europe?

probably. I don't know ANY japanese people who live here

Of course, the culture is totally different.

But as an Asian who can't speak English perfectly, I would rather work in Europe than in English speaking countries, at least their English is at the same level like mine, so I don't need to worry about can't speak English perfectly.
