Not exactly.
Most schools will have some way of marking differently where there are extenuating circumstances. This may or may not include re-taking tests; this isn't always possible.

Nope. If you can't meet the demands of your classes due to personal circumstances, you should drop out until you can meet those demands.

The traditional strategy is to claim that your grandmother died. That's close enough to get you excused from a test, but not so tragic that they would expect you to leave school for the rest of the semester.
Do you mean you took the test and did badly? You might convince someone that it's because you're emotionally distraught about your mother. But that's entirely up to the professor. There may be a school policy about excusing student when a close relative dies.

Yes, but you need to provide proof she really is dying. My mother died yesterday 45 years ago. 2 weeks before final exams. I was out of school for a week. I took incompletes in 2 courses. I took the final exams in the summer term.
My father died 1 week the into the semester..My thesis adviser dropped all my courses except thesis research hours. It took me 3 semesters to get my head back together.
