I wanted our wedding to feel like ones on the movies with a lot of people, but we have a very small family and even the ones we have likely won't come
Is there a way to have a kind built in crowd to give it more a ceremonial feel?

Get married and go to a public gathering where your marriage is announced. The crowd will cheer you on.
Post a facebook flash wedding mob request so people can show up on the church steps and wish you well.
After the ceremony and before your reception, stop off at a popular hotel bar/lounge, where you all will get plenty of attention and well wishes.
Get married on a ball field before a game.

Not sure how they'd know when and where to show up if they aren't invited. Plus, there would be a general lack of interest in a wedding for unknown people. Movies are pretend (aka fake) so I'd be inclined to just go with something small and impart my own "special" feel.

You want to host a crowd of strangers at your wedding? Pay for their food, drinks, entertainment? You must have more money than sense.

Why would you want a crowd of strangers at your wedding? You do know that you would have to rent enough space and feed all of them right? You could try and get a permit and get married in the park. there should be lots of people there on a weekend

You can probably hire a bunch of strangers to join you. But you'd really have to question why you'd want a wedding full of strangers.

Well in the movies all those extras are paid to be there.
A large crowd really isn't necessarily that's quite impersonal if it's people you don't know. However, if you must then your ceremony needs to be somewhere public.
