What should you wear under a windproof jacket?

Update:

I got a Uniqlo BLOCKTECH parka as a gift and it's nice and windproof it's just not very warm. Should I wear a jacket under the jacket? or a hoodie?

    It depends. I have worn anything from several layers, to nothing.
