Can I apply for Schengen visa again if my application had been rejected?

WHY was your visa application denied? What kind of visa did you apply for? Have you corrected the problem? E.g. If you did not have sufficient funds for all typical tourist expenses for the duration of your intended stay, but have worked & saved up for another year, changed & shortened your intended stay, you can try again. If you applied for the wrong type of visa and are now applying for the type of visa you've been told you need, you can try again.

Many reasons for denial cannot be "fixed" or remedied. If you have ever violated a previous visa, e.g. overstayed any visa somewhere, do NOT bother applying. If you have a criminal record, been deported from any country, do NOT apply again. If you cannot prove you are returning home timely, do NOT apply again.

Do you meet all of the country's requirements for the type of visa you are applying for now, or not?

if you have remedied WHY your application was refused in the first place, then you can of course reapply.
