Skin on my penis is sensitive and keeps getting cut?

For starters my hygiene is very good and I'm very clean. Please don't be a disrespectful jerk and save the insults for some else. Now to my question.

I had sex over two weeks ago close to three. Due to the friction it caused chaffing on my foreskin. The skin got really dry and started to flake And eventually got cut. I put lotion daily and allowed it to heal. The skin continue to get really dry and peal. I still applied lotion.

3 days ago it seemed to have gotten better. Today I was wiping myself after a shower and all of a sudden cuts! And bleeding. WTF is going on. This is frustrating. I haven't engaged in any sexual activity since then and won't be able to because of this inconvenience. It's like the layer of skin is so thin and the slightest friction causes it to get lacerated.
