Where I live there is no "law" that you have to be a virgin prior to marriage. But the concept of marriage and the tradition in some cultures that virginity is desirable all stems from property and inheritance concerns. This is why in the places where virginity is still considered a prize it's usually only female virginity they're concerned with. A groom couldn't possibly be already pregnant at the wedding so no one cares what he's been up to.

There is no such thing as "the law of being a virgin before marriage", there is no law that says a woman should be a virgin before marriage. It is just an expectation people have that the first time a man and a woman allow themselves to have carnal knowledge of each other it will be after they have taken a solemn oath to love & support each other for life, to only have sex with each other, and to care for the children that result from their sexual activities (this oath is what we call marriage). But now in many places this expectation no longer exists, people are free to have sex with whomever they want and give their children up for adoption (or abort them in some cases). So, the purpose of marriage is not to have kids, it is to have safe sex with someone who has committed himself to take care of you should anything happen. And virginity is just an expectation which shouldn't exist any more since many people are having sex freely with whoever they want. But in some patriarchal cultures, there are men who believe that the woman they marry must be a virgin even though they themselves are not virgins. This is for the simple reason that they are selfish and insecure, they are afraid of women who might be more experienced than them (because the women might compare their performance with other men - and find them falling short). If a man is not a virgin, he shouldn't expect his wife to be a virgin (unless he wants to be deceived and lied to). But there are many men and women who choose to wait until they find someone who loves them truly and is willing to commit to him/her for life (i.e. marriage) before they agree to have sex. These are the people who remain virgins until the day of their marriage. It is a personal choice, but not everyone chooses to do this.

My generations basically believed that next to no one was a virgin when they got married. I sure wasn't and I'm glad of it. I don't think I ever had sex with a virgin man. I'm fine with that too. Getting married as a young girl did not appeal to me!

How many people are virgins before marriage? Almost zero. My grandmother, who has been dead since 1979 was pregnant when she married my grandfather.
Are you living on another planet?
People who want to be traditional and not have sex before marriage, have the right to do so, i suppose. It's really not something that ought to be up for debate or questioned, because it's simply a personal choice
