My electric power steering on my 2009 Toyota RAV4 doesn’t work. Will it hurt the car to permanently drive without it?

It probably won't hurt the car, but that depends upon exactly why the EPS has failed. In the worst instance it could be drawing power when you try to steer and then overheat and cause a fire.
The biggest risks are to you as the steering will be very heavy, and to all other road users as unless that system works you are driving a dangerously (and illegally) unroadworthy vehicle. It might also suddenly totally lock up without warning whilst steering
If you have a collision whilst the car has non-functioning EPS, your insurer would likely reject any claims after inspecting your car. Their engineers can usually tell the difference between EPS which has failed during of immediately before a collision, and EPS which failed before the collision.

It will hurt you to drive without it. Check the fuse. Pull OBDii codes to see if the car's computer is failing to control the power steering.
