Why in Godfather 2 When Michael returned he asked his bodyguards to leave the room when he wanted to talk to Tom?

Why did Michael ask his bodyguards to leave the room when he wanted to ask Tom about Fredo? His men know what is going on so its no secret.

And earlier in the film he told the senator that asking his men to leave the room would be an insult as he trusts these men with his life so what changed?

Update:

It was about Fredo betraying the "Family" and AL Neri one of the people he had leave is the one he would have kill Fredo

Update 2:

ocularnervosa - Is that why Michael told Al that he did not want anything to happen to Fredo while his mom was alive? I always thought that was odd as well as I figured Al and anyone else would never kill someone unless order to do so

    It was a family matter, not the "family" business.

    Michael didn't want anyone to prove their loyalty by going after Fredo on their own.
