What are these white chalky powdery stains on my black shirts?
I keep getting my black shirts out of the washer/dryer and more often than not, there will be a white chalky powdery stain on each side of the bottom of my shirts. Easy to wash off with a wet cloth but it's been getting so annoying. What are these stains and how can I stop this from happening? And yes I do use liquid soap.

I dont know what stains you have but here are a few reasons why you may be getting them.
If you have never cleaned your washer, it can have soil, minerals, and detergent residue that is redepositing on clothes. Think of it as the same as the soap scum in your shower.
Hard water can react with detergents and leave mineral deposits that remain on clothes.
Overloading too many items into a washer doesn't leave room for the soil and residue to be flushed away.
Clogged or failing pump. If the water is draining out of your washer too slowly, lint, undissolved detergent, and soil can redeposit on your clothes.
Fabric softener, Never pour fabric softener directly on wet clothes and use the smallest recommended amount. If you have an automatic dispenser, clean it frequently.
