The answer is within your question. Its because they're trying to look sexy which naturally draws attention to themselves. its natural for a man to look at a sexy woman. I really don't know what a lustful way looks like to be honest. But jesus has given me self cobtrol so when i see a woman who's trying to look sexy come at me. I just look away so i dont tempt myself. I won't lie some women in the churches dress more sexy than the women on the corner. Its not suppose to be that way.
