They tried to. But their whole concept was wrong from the beginning. De Lessup, the head of the project thought he could do another Suez Canal, simply dig a channel across the isthmus. But terrain, the water and the diseases defeated him. He went broke in 1888 I believe, the whole project collapsed. At least once a hurricane came through and wiped out the previous years work .By then his son and the sons wife had both died from Yellow Fever, so de Lessup was a broken man.

They started building it but they ran into a bunch of problems and they eventually just sold their progress to the US, and the US would go on to finish it.

In the late 19th century there was a French attempt to construct a canal in Panama, along a similar route to that completed by the Americans in 1915. The French attempt was led by Ferdinand de Lesseps, a promoter who had successfully completed the Suez Canal in 1869. The difference between those two canals is that Suez is on the level, no hills, no mountains, nor any canal locks involved - but Panama has medium sized mountains, and a soil type which keeps on slipping down into any cutting made, thus is a far larger engineering undertaking. The French attempt failed, having bankrupted many people in France, about which there was a financial scandal. But some of the excavating work already done by the French was gratefully taken over by the Americans when they started.

A French company started it, the first $40 million worth. The United States finished it, the last $375 million worth.
