You take the quote without contact so it difficult to tell what he's talking about, but my guess is that he is referring to the idea, common among some right-wing gun enthusiasts, that we need weapons, particularly military style weapons, in order to overthrow the government should it become tyrannical. Swalwell is pointing out that the government has weapons which are so much stronger than any gun that a rebel group of Americans would lose if the government were truly tyrannical

Thats not really the point that tweet is trying to make. Of course america wouldnt nuke its own people, but if it comes to a crisis point and the government decides a mandatory recall of firearms is the only solution, they have access to bigger and better weapons than civilians, if it comes down to use of force. Im sure theyd employ non lethal force in the incredibly unlikely event that came to pass.
