    Those Who were foreknew to the Father, so they sinned but didn't walk away totally.

    Who are the elect...

    They are God's Chosen People.

    To simply put a complex subject, all people have free will.

    There are only a few people that have a destiny to serve God.

    These people are God's elect.

    God choose his elect before the foundation of the world

    as stated in Ephesians 1:4. God knows that He can rely

    on His elect to serve Him and do His will.

    One needs to know about the three world and Heaven ages

    to understand this completely.

    Ephesians 1:4

    “According as he hath chosen us in him before the foundation of the world,

    that we should be holy and without blame before him in love:”

    Romans 8

    29 For whom he did foreknow, he also did predestinate to be conformed to the image of his Son,

    that he might be the firstborn among many brethren.

    30 Moreover whom he did predestinate, them he also called: and whom he called,

    them he also justified: and whom he justified, them he also glorified.

    The elect according to the counsel of His own will. He does not reveal to us who that is specifically.

    Those who are being called according to purpose.

    Salvation requires to be conformed to the image of His Son. And those require to be called.

    They are required to be called His.

    They are called His if they are led by the Spirit.

    He calls those who are led by the Spirit, His. Thus Christ is the firstborn of the New Creation and the firstborn of many brethren.

    For as many as are led by the Spirit of God, they are the sons of God. 

    Are you being led by the Spirit?

    Of all the souls imprisoned in Hell, God knows which ones were falsely imprisoned. But their cases are not the only ones up for review. Every soul in hell is having the case against them tested. The test is this life. If we have reformed or were falsely imprisoned then we will be granted a reprieve. If our nature is such that we still belong in hell, to hell we will return.

    The chosen. The people, Jew or not, who were predestined to be capable of accepting the Gospel. He knew when he saw. Which is why Jesus praised his disciples, yet told them that one of them has a devil. Judas wasn't chosen, Judas had a more "common" purpose (Romans 9:21).
