Let the ground distance be, x.
400/x = tan 11
x = 400/tan11 = 2,057.82 ft

You don't need any more information. Tan 11 deg = opposite (400) / adjacent (distance to be found)
400/ tan 11 deg = distance.

So you know that the angle is 11° and the side opposite of the angle is 400 ft. You want to find the length of the adjacent side. So use the tangent law.
tan 11° = 400/x
x = 400/(tan 11°)
x = 2058 ft
When it’s a right triangle, know these three acronyms:
CAH - cos x = adjacent/hypotenuse
SOH - sin x = opposite/hypotenuse
TOA - tan x = opposite/adjacent
