Probably not as "dangerous" to stare at a woman as to stare at a man. However this is just going to freak them out and make them think you're some kind of serial killer.

Staring is bad manners because it makes other people uncomfortable. They tend to think "what is wrong with me", then "what is wrong with him". Yet smiling at a person or greeting them is like a dog wagging its tail. It is intended to signify friendliness and relax the other person.
