What does " hung on past" mean in this sentences?

Change came slowly or not at all: both the president and Stimson wished to replace the army’s chief of military intelligence, Brigadier General Sherman Miles, but he hung on past Pearl Harbor.

    Miles kept his job past (after) the Pearl Harbor attack.   Hung on to the job.   In this context, "past" is like half past 4 o'clock--after.

    In this context, it means he remained after (Pearl Harbor).

    in this case, hung on past could mean "unable to decide" or "reach a majority decision within the board".....   regarding the Pearl Harbor.    They meeting could not decide on the decision regarding Pearl Harbor.  

    Hang on: waiting or undecide....
