Can you go back and change someonelse's past? If it is negatively affecting their life in the present through time travel?

No you can't. The past has gone, and due to the essentially random motion of most of the particles in the universe, it cannot ever be reconstructed to "go back to".
You could try offering an apology and extending some tasteful sympathy to the person you are concerned about. That will help a lot.
