executive order override, so Trumps family could dump their stocks before the massive collapse, and buy options (puts) betting the market will go down and make a fortune.
Once they sold their options (puts) they bought equity stocks for penny's on the dollar. That's why the market has been going up lately. They are enticing grandparents to buy stocks since they are low now. As soon as they go up they'll sell them and the market will drop again, grandparents loosing mo money.
Then they'll do the same thing again, wiping out grandpa life saving. Trumps family and friends won't be happy until granny is broke and on welfare.

Trading is halted when the S&P 500 index drops 7% for Level 1; 13% for Level 2; and 20% for Level 3 from the prior day’s close. A market decline that triggers a Level 1 or 2 circuit breaker before 3:25 p.m. Eastern Time will halt trading for 15 minutes, but will not halt trading at or after 3:25 p.m.

The circuit breaker doesn’t stop speculators like Tom Steyer or Warren Buffett from shorting the hell out of the market.
