Friend who has been raped and gave birth twice.?

My friend, she was raped by her stepdad when she was 11 and gave birth at 13. child protective services dint do nothing and she had another daughter again when she was 15 that's when he went to prison for 20 years. She is 19 and her mom has guardianship of her children and she won't help them. She can't get food stamps and every day she struggles to live she constantly faints and goes to the hospital for malnutrition because she can't afford to feed herself. I worry about her and she tries so hard for her children because she wants to give them what she didn't have as a child. Is there anything or any place that will help her? I just want the best for her.
