Your neighbor is not responsible for the tree's debris that falls onto your yard next door, such as leaves, acorns, seeds and pods. You are always responsible for cleanup of the accumulation of those things. All you can do is talk to your neighbor and see if any reasonable thing can be done. They might be open to cutting the tree if you agree to pay half or all of the cost. Any limbs that hang over onto your property you can legally cut but you cannot go on their property without permission. You need to talk to your neighbor and try to work this out.
