He's not. It's like blaming the shop that keeps selling Sophie her paracetamol that she subsequently says she overdoses on.

If you think about it the real people responsible for their deaths were the heads of the two families. The Montagues and Capulets. If they had put an end to the feud between the families, their deaths would have never happened!

Like you said, he is just part of the machine, but he encouraged and facilitated the fake suicide plan while not informing Romeo of what the plan was, which led to his despair & suicide, which led to Juliet's.
