how does hourly salary work in USA?

If an employee regularly works 40 hours a week; can the employer lower the quantity of hours of work according to workload/lack of clients ? I mean, can the hours to work/pay flexible for the employer/employee?

    It depends what is on the employee's contract, some have contracted hours where they are promised at least an amount of hours, others are not. Employers very often can promise hours but still don't as not providing work can be used as a tool against employees and the employees affected can't prove they are being bullied with having no hours because they don't have any on their contract, that practice is immoral but happens.

    Yes, they can reduce an employee's hours for that and most other reasons. Without an employment contract, you work at their discretion.
