Traffic tickets. ?

I was looking forward to pay some tickets off with the help of my stimulus check because I really want to drive again since my privileges were revoked. But as I logged in to general district court online information system for Virginia. I could not find any of my cases. They were usually under Norfolk. And i even checked Norfolk and Newport News traffic,civil and criminal courts. The four cases I had aren’t there. They were all for driving with no license and speeding. 

My question is do tickets expire? Because I had those charges back in 2017 when I was in the navy. I’m back home retired from military in Chicago I don’t have a serious urge to drive here but it would be convenient to do so. Since I can’t find those tickets from three year ago like can I just apply for a permit and license now?

Update:

I found them lol. The website just wasn’t acknowledging my name when I was using auto fill with my iPhone. I still owe like over 2 grand in tickets 😔

    Tickets don't expire.  Warrants issued for non appearance never expire.

    Apparently you can't find your record.  That doesn't mean that DMV can't.

    Attempt to get a permit and license and risk arrest if warrants were issued.
