It is not predatory. 21 is officially an adult for good.

If you can find one willing to date you, go for it. Just know that she won't be ready for things like monogamy for several years into the future. So know going into it that you're dating someone who lacks the maturity you should have by now.

Why would that be "predatory"? 21-year-olds are adults legally if not in terms of full brain development.
