The Epstein case is a federal case, so it's under the jurisdiction of the US Dept of Justice. That means any pursuit of witnesses, documents, etc is all up to Trump's Attorney General, Bill Barr. If you think foot dragging is happening, the finger points at Bill Barr.

EPSTEIN Actually, I was at a committee meeting where there was some discussion of it, and my Chief, O'Hara, was going to bring it up. I said don't do it. They were going to. Anyway, it got into a good long meeting, and it was decided not to.
