What’s the difference for the IELTS and CELPIP language tests for Canada immigration? ?

There’s also two different French tests but I’m not interested in French as I won’t be moving anywhere near French people. Are the two tests designed for one who already speaks the language to see how well they speak it while the other one is designed for non-native speakers of the same language? Is the only difference that one is on paper while the other is online? Is one more difficult and better for Express Entry points?

The two tests are both for anyone needing to prove their english language skills to Canadian Immigration. They are offered by different companies, but are essentially the same.

CELPIP  is a computer based test done in a single sitting of 3 hours. IELTS is a paper test and may be done over two days (the speaking part a few days before or after the other sections).

There are other minor differences, and locations and cost may be factors that make one preferable to the other, but in the end both test your language ability and are accepted by the Canadian government
