Why not just permanently shutter all physical colleges and universities and make education online and cloud based?

Humans are really difficult to truly know even when they are close to each other because of their strong individual characteristics. Each human possesses uniqueness in them. One cannot be truly identified when one is away from another. In the circumstances, professors have a little scope to know whom they confer degree online. But it is essential, to me, to have sufficient knowledge about both sides- the conferrer and the conferee. 

The meetings between the students and the professors during the degree study, within or beyond the classroom instigate learning and widen the scope for acquiring knowledge from the practical environments. These in-person interactions play a better role in enriching knowledge than an online platform can do.

Well everything can’t be done online, the classes that’s needs to be done in person can be on hold until late next year and just offer online classes.

Online education will become more and more common with each passing decade, but there are some requirements that are just easier to do in person.  Most liberal arts programs through the doctoral level and likely most undergraduate degrees could likely be completed online, sure, with portable laboratories as some of the better ranked online programs are doing.  But at some point you need a fully equipped lab for a degree based in laboratory research.  I teach statistics and economics, and frankly, I do not think students need to be physically present to learn the material.

I don't think they need to be permanently shuttered.  But for the moment I don't see how a conventional 30 person classroom will accommodate 30 students all six feet apart, let alone the chaos of staircases, cafeterias, dorms, etc.  Let's wait awhile until we have vaccines and a tiny incidence rate.

Don't be ridiculous. You have a fully-equipped biology-chemistry lab in your basement? There is always going to be a need for university campuses with fully-equipped, up-to-date lab facilities, as just one example of the need for a proper university. While you can expect the popularity of online education to continue growing, it is not at all suitable for all courses or all programs or all degrees. Depending on what you intend to study, you nay have to earn your degree on-campus. Even if you might be eligible to take a class or two online.

Furthermore, there is NO substitute for the real interpersonal interactions with classmates & professor in the classroom. There is no substitute for the motivation many people find through associating with other students face-to-face on campus, the intellectual environment, spontaneous discussions, and more.

That seems to be the plan

It's not as effective a method of teaching. Students can't take advantage of labs and libraries. They can't get to know their professors or classmates (and, yes, we learn from them, too). They aren't removed from the distractions or responsibilities of family (preparing meals, responding to children or spouses, etc.), so it's harder to focus on studying or online instruction. Some colleges which are dependent on student tuition, room & board are close to bankruptcy and will probably close if they can't get students back on campus this fall, but those are poorer quality schools anyway.

i think people learn better in person

It's gonna be kind of hard teaching doctors how to do an operation or engineers how to build a bridge without hands on labs.
