Why isn't immigration through marriage allowed when the marriage is confirmed legitimate?

Update:

,  especially since most religions consider marriage a sacred institution and the bible says "what God has joined let no man put asunder"  and the first amendment states "congress shall make no law prohibiting the free exercise of religion"?

    What are you talking about? Immigration to what country?

    For the United States, immigration is allowed through legitimate marriage.
