what is the meaning of tennis shoes thrown onto wires or tree branches.....?

Some people take old tennis shoes, tie them together, and hurl them upward to hang on wires (usually electric or communications) or on branches of trees.

When I was in school, it meant that some bully grabbed the shoes you were taking home from your gym locker to wash. And then he tossed them up over a wire so you couldn't get them.
