Not only blacks say it...It's the same as "I swear to God". Jesus commanded that we should not swear to God so please don't use this phrase.

To emphasize how serious we are about something.
On me = Kinda serious
On my mama = Super serious
On God = Unparalleled in seriousness.
Example: 𝘛𝘩𝘢𝘵 𝘮𝘢𝘯 𝘪𝘴 𝘭𝘺𝘪𝘯𝘨 𝘵𝘰 𝘺𝘰𝘶, 𝘰𝘯 𝘎𝘰𝘥.

I think to express an oath or is meant as an interjection or to confirm the truth of a statement. Often it's a meaningless slang with no purpose. It also violates one of the 10th commandments. "Thou shall not say the Lord's name in vain."
