It sounds like you are giving in to her too much.  I remember when my youngest went through.............he would want something but just babbled.  I finally told him to speak plainly and clearly or he would not get it.  It took him a day or so, of babbling, and discovered I would just ignore him - then he instantly asked for thing plainly and clearly.

Do you recognize or repeat when she speaks? Repeat or emphasize words she has said. 

I would not respond to any of the noises she makes, but only to words. Enunciate very clearly when you talk, and be sure you are giving her easy to repeat words. Design things that will be just for her to repeat. Label things in your home and/or environment. Use picture word dictionaries each night before bed, labeling things and talking about them. Be sure she can hear, well.

If those don't work, try the doctor. 

What you're describing definitely warrants an evaluation by a speech language pathologist (SLP).  The average two year old has between 100 and 200 words and is putting words together.  From what you're describing, it sounds like she may have some great non-verbal communication which is good to hear and a solid foundation to build on!  Based off of what little you've shared, I also wonder if she may have some phonological issues or other speech sound issues that are impacting her ability to be understood.  These wouldn't be able to be diagnosed until she has more words, but I have had children before who we quickly discovered had more words than the parents were initially picking up on, they were just so hard to understand!  It could just be a language issue, but an SLP who actually interacts with her should be able to give you an idea of how likely that is.  If you're in the States, I'd recommend doing a search for "(your state) early intervention referral" which should put you on the right track.  Therapy services through your early intervention should be free or low cost to you. You can also talk to your pediatrician about it or directly contact an agency that offers therapy services.  Do not wait - if she doesn't need services then there's no harm, but if she does need them, then the earlier the better.  Language growth is exponential at this age, so if she is language delayed the longer you wait to get her intervention, the further behind she'll become.  You're absolutely doing the right thing by questioning her development and seeking advice.

ETA:  2 is absolutely not "too young" to start speech therapy.  18 months is generally the age when children who aren't acquiring language as expected are referred.  If a child gets over 24 months with only a few words, I am extremely disappointed that they weren't referred sooner because we've already lost so much time that we could have been changing the trajectory of their language development.

If your child has an older sibling, that could  e a reason for delayed speech. 

My boys are 21 months apart. The older child obviously learned to talk first, so I realized he was seeking for his brother. Therefore the youngster had someone talking for him so he did not make much of an effort, which delayed his speech.  Until one day, my older son was at playschool.  I was on the phone while my younger son was underfoot. I was so shocked to hear him say, as clear as day "Mommy, cookie and muck, peese" I nearly dropped the phone!

If there no other children speaking for your child or if you are giving your daughter the opportunity to speak, then give her until her next scheduled doctor''s visit to voice your concerns.

Unrelated funny story...when my youngest was 17 months old, I was on the plumbing depth at a store when before I knew it, my youngest pulled his pants down and took off his diaper and peed in the display toilet. Really. From then on he basically potty trained himself and when he had an accident, he brought me a diaper and layer down on the floor. My "easy" child, indeed! 

Children do things at their own pace. It is odd that your daughter spoke some words and stopped and of course you are concerned. But at her age  I am not quite sure she could participate in speech therapy  so at her 2 year check up, talk to her doctor.

Please bring this up with your daughter's pediatrician.  "Normal" is pretty broad when it comes to speaking and 2-year-olds.  Some say words or two-word phrases. Some speak in paragraphs.  Some have very clear diction/pronunciation, many do not.  Some kids babble and struggle and then eventual get to talking.  Some are quiet and then come out with complete sentences. 

Any time a parent is concerned about development or reaching developmental milestones, they should discuss it with the child's doctor.  There are hearing tests and other developmental tests that can be done now, and others that can be done if your daughter fails to progress in the next year.  

It is also important to look at the whole child.  Is she walking well? Does she have appropriate hand-eye coordination. Does she appear to hear things she canot see? Does she seem to see well?  Does she seem interested when you read to her?  Can she indicate knowledge non-verbally? For example, can she point to a ball or something green or determine the difference between a picture of a dog and a cat? Does she make eye contact with other people?  Is she generally happy or is her standard mode one of frustration or defiance?  Can/will she follow simple directions? 

It's not typical. But I wouldn't worry to much. Find a specialist. 

Since she's started saying words and then stopped saying them, I think I would consider asking her pediatrician for a referral for early childhood evaluation (your local school district might also be a resource). Are there other things going on developmentally? If speech is the only issue, then speech therapy could be beneficial. I've also met a couple kids who just didn't find it necessary to talk because everyone around them was able to understand and get them what they wanted without words.... of course, around three years old they decided to talk and haven't stopped. 

Of course there is something wrong.  Is your pediatrician not going over milestones at your appointments every 3 to 6 months?????
