Don't worry about it. You've notified your insurance company that you were in an accident and that's all you need to do - your insurance company will handle all the details for you. They have all sorts of ways to locate the guy who hit you.
If you have Collision coverage, why do you care if the guy doesn't answer your insurance company's calls or how much trouble he might get in? The other guy isn't obligated to ever talk to YOUR insurance company - he only has to talk to HIS insurance company. Your own insurance company is probably talking to HIS insurance company - not to him.
If you're carrying Collision coverage, your insurance company will repair the damage to your car, even if they NEVER talk to the other guy.
If all you're carrying is Liability coverage, you're out of luck. If you want your car repaired, you'll have to sue the guy yourself and prove he was at fault, or else pay to repair your damage out of your own pocket. Liability never pays to repair the damage to YOUR car; it only covers the damage your vehicle causes to some other driver's car.

No he won't get into trouble, but he won't get away with it either.
The insurance company has to wait __ days for the other guy to provide his side of the story. The magic number of days varies by jurisdiction, and you didn't say where you live, but that's how long they have to wait by law. If the other idiot doesn't respond to them at the end of the final day, they'll proceed with the information they have. If that means going with just your side of the story, so be it.
NOTE: The law says they absolutely have to wait that number of days, which means so do you. There are no shortcuts or back doors, and yes it does suck.

You don't G.a.F. Your car gets repaired because you have liability insurance on it to cover you in case of damage from someone else.Insurance company people has his license and driver's info because you collected all that at the time of the incident. They may have BIG BOUNCER DUDES that pay him a visit. and break his legs and other stuff. Actually they will go to his insurance to collect. so it is HIS INSURANCE that will be after his butt, not yours. Your car is fixed and you are drinking beer; it was an incident which is quickly forgotten by you because that has been taken care of.
You were inconvenienced a few days while they fixed your car to make it good again. No worse than before. Sometimes they have to paint half the car. And you can't tell where they fixed it(they are that good).

Your company pays for the damage to your car minus your deductible and then moves against his insurance company or him individually, collects the total amount and then returns your deductible to you out of that settlement.

Did you file a police report? That is why you do it, so if the other guy denies he was there, YOU have already given the info to the cops to prove that he was.

I’m just surprised it wasn’t a woman who hit your car

If you do not sue, then he will get away with it.
If you sue him for not answering the phone or for not returning the insurance company's call, then he will get away with it.
If you sue only the insurance company, then he will get away with it.
However, if you sue him for hitting your car, and you win, then he won't get away with it, and the insurance company will pay you.

It is not illegal. If he won't cooperate or pay up, you will have to sue him.

If you have full coverage insurance, then it doesn't matter. Your insurance will pay to fix it and you'll have to pay the deductible anyway. But yes, the "trouble" he can get into is that he will probably be sued by your insurance company unless the damage repair cost is low.
