What does that mean? What do they want me to write about?
This question is on the application for a Grant.
The Grant is being offered by my community college.

I think there's a word missing - it's probably supposed to read, "Describe the disruption in campus operations caused by COVID-19 THAT resulted in additional expense." They want you to identify how campuses changed due to COVID and how those changes may have cost the university money.
@Spock - I'm a university professor and we are all taking pay cuts this year. I know a few colleagues at other universities who are in the same boat.

they want you to show that you understand why you won't get the aid you want -- and by 1000 per semester or more. see my response to the other question you asked -- I'm married 32 years to university professor and you can bet bottom dollar that the faculty will not be taking reduced pay to cover these costs.
