Why is a brand new samsung tab a8 wanting a pin number, rather than start up?

I have just purchased a brand new tablet and it was already charged up, but immediately requires a pin number. This is confusing me, because surely it should be start up, so that I can put all the information in?

Update:

Requires a 4 pin number. But since I have not been able to set it up, how can I put in a pin number?

I tried doing 4 0's  but no go.

Update 2:

Solved the issue. My husband got fed up with me being angry lol and so, did a bit of research and found a way to by pass the default code, so that I could use my own one and now, it works fine.

    sounds like it isn't 'brand new' ... someone already started it.  give this problem to the techs where you bought it

    usually it's 1234 as a default on new tablets

    I believe its just a security measure when you buy them now. Just make up a 6 digit number and enter it. Write down in case need number in the future for signing in

    There may be a default pin, but if not you would have to assume someone has already set one up.if needed speak to the seller.
