Reapplying after turning down job offer two years ago?
I turned down a job offer a bit more than two years ago, and I gave reasons for turning that offer down. My job situation has changed since then. That company is hiring again, and I am considering reapplying. If I reapply, how do I handle this? Thank you for your thoughtful responses.

Chances are that they will not have kept that record AND the people who interviewed you two years ago are probably gone.
And even if they are still there..they interview a hundred or more people a year..unless you REALLY stood out...they will not remember you.
If they do, say:
"Well, yes, thank you for remembering. My situation has not only changed but I have a lot more experience now."
Then you tell them something positive you have accomplished on the job in the past 6 or 8 months.

Chances are they won't know, they won't remember or keep records of you unless you actually started.

Don't bring it up unless they do.
