It can, yes.
For example, earlier versions of Windows sends instructions to the CPU core that's got the lowest load at the moment, and was a very inefficient method. Windows 10 keeps the main thread of instructions focused on one CPU core and will often get 15% better performance.
Linux based OS's tend to be much lighter on the computer so they can work more efficiently too.

well yeah, that and the software in use will determine how efficient the instructions given the cpu will be ..
