Its safe, as far as the techniques are concerned. The piercer should use an autoclaved, sterile needle and the jewelry and tools used should be sterile as well.
The issue is with wearing masks. They will irritate the piercing and cause issues that can't be fixed without you stopping wearing the mask, and in the current pandemic we can't just not wear a mask.
I would wait to get it done until mask restrictions have lifted in your area.
