Why is  the Election Commission of India  unable to  prevent  the  criminalized and corrupt  persons from contesting Elections  ?

In a democracy  , the citizens  elect their representatives  for the proper administration of the nation and the states  of that nation. Political parties are formed for the purpose of  contesting these Elections .But for the political parties   to contest such elections  astronomical amounts of "Unaccounted money" and  Mafia gangs are required . This kind of political gangsterism   is the main reason why  in India , the poor  ordinary citizens are being continuously exploited  , though  the  so-called "Unions and Associations" of the govt, officials, fully supported by the political parties, for their own nefarious purposes. Justice Saldhana  called the  State Police force in India.  "the most  organized  gangsters dressed in Khaki Uniform , who served the Judicial gangsters in Black Uniform  of the Indian Judiciary !! 

   This kind of system continues  due to lack of political will and administrative skill. Mediocrity rules the roost !!
