I live in L.A. and am aware of a crap ton of underground parties. The ones u hear getting shut down on the news, do not show the tons of others where the cops show up and do nothing or just drive by or sit outside. These parties have 200+ maskless people give or take 5 people with a mask. The issue for me is that the actual promoters do not get cited, just the owners of the home or rented venue(yes, broke owners are still willing to rent their venue space for an illegal party as they want the money). So, the owner gets cited and the promoter moves to a different venue. This is quite easy to do and many have regular bi weekly events.
The shutting down of utilities is the only scare tactic the governor has to discourage broke, thirsty owners from renting to promoters. Yet, the cops are the people lacking in enforcement as they do not agree with them having to do it.
Being that everyone here knows parties are illegal right now and do it anyway, I do not feel sorry for them. Why? They are placing their desire for money ahead of public safety and the governor cannot put their desire for money before the health of the public.
I would instead say he needs to work with the police department's forensic/internet division and follow the promoters who often do not post the address, but often post the flyer mentioning "secret address." Then the promoters screen the people asking to come. If the promoters get cited and fined, that would make a diff.

Unconstitutional behavior by dictators. Of course, the inhabitants of the homes should know better, but the LA mayor cannot control people. We are a free society. And I really don't care if killer bees are killing everyone the Constitution stands. We have life, liberty and the pursuit of happiness and abortion is taking enough life and they jump up and down about a China Virus. Our nation is turning backwards into insanity.
