Why is it called "stop and frisk" as opposed to "frisk and stop"?

    Baseball began by calling it a "hit and run" play but gave it a 2nd thought because the order of action starts the runner before hitting is possible ... same thing. I suppose intentions are to avoid possible confusion. It makes sense to me but I'm linear. I expect it.
