Are you allowed to make a new Facebook and just deactivate the old one?
Like not delete the old one, just deactivate it incase friends won’t accept the new request? Or is that just weird?

Your only Allowed to have 1 Account so if you want to start over you have to Delete the one you have now you can make a new Account but it will have to be under a Different Email Address

Yes. In fact, FB has a feature that allows you to easily login to other FB accounts "on the fly". If you save your password, then it's a matter of a single click. Good luck.
