I had my first box of weights for a dumbbell set, do adjustable dumbbell sets always come in having gloss paint damage during delivery?

Mine were unpainted new(or maybe had a light coat of red on them).  Now they are green because I grabbed a brush and had porch & floor paint and painted them with an oil based paint by BRUSH years ago because I had the paint and brush was wet so did it. Painted the bar too...but not the chrome sleeve that goes over it.10+years ago?  

Are you working out or taking selfies?  Quality weights dont come that way.  

A quality weight set doesn't have paint and isn't glossy.
