The whole point of uploading things is for them to be downloaded, often by others. If you don't want that, for some reason, then you have two choices: don't upload them, or don't give anyone access to them (private).
As a general rule, anything a user can "view" online can also be "downloaded", since viewing involves making a copy within their local device.

If you upload something to FB, assume that someone/something will download them in the future. Nothing you can do about preventing others from downloading short of not uploading pictures in the first place.

You cannot prevent it. You made them public. If you don't want them public, then remove them.

If you upload, they can download. Whatever you do, if they can see it, they can get it. There is always a way.

The only way is to Set your Pictures to Private there is no other way to Prevent them from Saving it If they can see the Pictures they can Save it if they want to
