Hitfilm Express.
The basic version is totally free and can do pretty much anything you are likely to need.
Extra features are add-ons at a few dollars each, if you need anything beyond the basic capabilities.

TunesKit AceMovi is imo by far the best video editor for beginners.Its interface is quite self-explanatory compared to Premiere Pro. So it won't take a lot of time to get used to it.
